The 55% bramma would not result in a 58.6% bramma. I personally do believe there's a fixed maths or just RNG magic on this elemental bonuses. The best I've gotten is the kuva shildeg I've gotten 3 first 34% then 28 then 59% toxic. The difference is you get a bigger amount of toxic damage added to the weapon. I believe the percentage is a percentage of the weapons total damage as bonus toxic dmg.
